Elza van Lingen is ‘n huidige DA-parlementslid en sy is tans weer Kouga, Koukamma en Baviaans Munisipaliteite se DA- kandidaat vir die Nasionale Parlement. Elza dien sedert 2009 in die parlement en sy was in Oktober 2011 verkies as die DA-leier in die Nasoinale Raad van Provinsies (NRVP) – inderdaad ‘n merkwaardige prestasie in ‘n baie kort tydjie.

Sy dien ook in die Uitvoerende Komitee van die DA Federale Raad. Ook is sy die Voorsitter van die Provinsiale Finansiële Komitee en verteenwoordig haar provinsie in die DA Federale Finansiële Komitee. As DA-Leier van die Tsitsi-Karoo Kiesafdeling verteenwoordig sy die kiesers en gemeenskappe van Baviaans, Kouga en Koukamma deur te alle tye buitengewone pogings aan te wend om optimale dienslewering te verseker.

Haar besondere hoë vlak van werketiek stel ‘n meesterlike voorbeeld vir die 27 DA-raadslede in haar kiesafdeling. Sy lewer ‘n onmisbare skakeldiens aan raadslede deur die kiesafdeling se diensleweringsuitdagings op die hoër parlementêre en provinsiale vlakke aangespreek te kry.

Danny is Kouga en die Tsitsi-Karoo Kiesafdeling se kandidaat vir die Oos-Kaapse Provinsiale Wetgewer. Hy is gebore en het grootgewod in Swartvlei naby George en hy matrikuleer aan die Hoërskool George.

Hy is 55 jaar oud en hy en sy vrou is geseënd met 5 kinders. Hy is Godvresend, ‘n harde weker, lojaal, ‘n vinnige leerder, pas maklik by omstandighede aan, goeie spanspeler, self-gemotiveerd, selfversekerd en in staat tot self-dissipline. Hy is ook ‘n mens mens en veral ‘n persoon wat omgee.

Hy het ‘n Nasionale Diploma in Personeelbestuur behaal asook ‘n graad in Personeelontwikkeling. Hy het 25 jaar professionele ervaring as leier in die SA Weermag. In die Weermag was hy eerstens ‘n gewone offisier ( vanaf troepie tot sersant) en daarna as Offisier ( vanaf LT tot LT-Kol). Gedurende hierdie tydperk het hy verskeie lewensvaardighede en bekwaamhede soos dissipline, self-dissipline, probleemoplossing, die bestuur van personeel en bronne, leierskap en strategiese beplanning verwerf.

Danny se politieke ondervinding sluit die volgende in: verkies as DA Raadslid van Kouga Raad in 2011; Voorsitter van die DA Tsitsi-Karoo Kiesafdeling; verkies as die Hoofsweep van die DA in Kouga Raad; dien in die DA Provinsiale Raad; Segsman van die LED Portfolio Komitee in Kouga Raad.

The DA has two candidates standing for national and provincial government in the upcoming election.

The more votes the DA gets, the better chance the Kouga has of being represented on higher levels of government.

Elza served in parliament since 2009 and she was also elected the DA Leader of the National Council of Provinces (NCOP) in October 2011 – indeed a remarkable accomplishment in such a short time.

She serves on the DA Federal Executive Committee. She is also our DA Provincial Financial Chairperson and represents the province on the DA Federal Finance Committee.

As Tsitsi-Karoo Constituency Leader, Elza has represented the people of Baviaans, Kouga and Koukamma always making an extreme effort to secure service delivery.

Her work ethic sets a very high standard for the Councillors in the region and assists the Councillors in escalating service delivery issues to provincial and national government levels.

Danny was born and grew up in Swartvlei near George. He matriculated at George High School. He is 55 years old and has been married for 35 years and they are blessed with 5 children.

He is God-fearing, a hard worker, loyal, quick learner, adjusts well to changes, efficient team player, self-motivated, self-confident and self-disciplined. He is also a peoples’ person and above all a caring person.

He has a National Diploma in HR Management and a Degree in HR Development. His professional experience is 25 years in the Defence Force in the role as a leader. First as a non-commissioned officer (Troop to a Sergeant), then as an Officer (Lt to a LT-Col).

Over this period he acquired various life-skills and traits like discipline, self-discipline,problem solving, managing people and resources, leadership and strategic planning.

• Elected a town councillor in 2011 in the Kouga Municipality;
• Constituency Chairperson of DA Tsitsi-Karoo Constituency;
• Elected as Chief Whip of the DA in Kouga Council;

Government department is running rogue on Fishing Rights Allocation

The Department of Agriculture, Forestry and Fisheries’ is pushing ahead with a fishing rights allocation policy without it being presented to Parliament beforehand or going through adequate public consultation.

As a result of the lack of consultation, the Department continues to fumble in the dark with its fisheries portfolio, as evidenced by the potential disaster that could emanate from the 2013 Fishing Rights Allocation Process.
 
Pieter Van Dalen, spokesperson for the Democratic Alliance said that the the DA has been informed by prospective fishing rights applicants that the process is unnecessarily complex and riddled with red-tape.
“I have collected the application forms and verified for myself that:
  • There are lengthy policy documents to read before application;
  • The application documents and additional requirements are unnecessarily cumbersome; 
  • Despite most fishing communities being Afrikaans-speaking, documents and application forms are only available in English; 
  • No closing date is indicated on the application forms; and
  • No assistance is being provided by the Department.
The DA will urgently request that the Portfolio Committee Chairperson, Mlungisi Johnson, summon the Minister of Agriculture, Forestry and Fisheries, Tina Joemat-Pettersson and her Department to present and discuss the policies on the allocation and management of fishing rights” added Van Dalen.
The DA will also recommend that the red-tape in the application process be reduced, as the unnecessary blockages and requirements could exclude some applicants.
 
Fisheries and fishing communities have the potential to create jobs, contribute to economic growth and ensure sustainability and longevity of this age old artisan trade. No unnecessary red-tape and incompetence must be allowed to hinder the growth of this industry.
