It is one in which all residents—including the most marginalized – have a representative voice in governance, planning, and budgeting processes, and have access to sustainable livelihoods, legal housing and affordable basic services such as water/sanitation and an electricity supply.

In Kouga, all residents have equal opportunities to all municipal services. There is equal access to communication and representation in government through functional ward committees.

The establishment of a My Kouga Bus Service ensures residents from all over Kouga have access to employment opportunities and mixed housing developments provide people from all walks to life, the opportunity to live together in more diverse neighbourhoods – addressing the legacy of the past.
